  - Site under construction (no completion certificate issued for the project.)
  - Consultant’s valid license.
  - No outstanding violations on the consultant.
  - No outstanding violations on the plot.

  - The consultant’s plans, sealed by the Building Control Section, to match them with the reality of buildings under construction.
