Request for Issuance of Final Handover Certificate (Completion Certificate)
  • Service Description
    • This service involves a site visit to verify compliance with approved plans and building specifications in the Emirate of Sharjah, ensuring there are no execution issues or missing documents (excluding mini-residential units, which are issued a utility connection certificate). Applicants must also provide all required NOCs from relevant government entities when applying for this service.
  • Service Execution Steps
    • Service Request Channels:

      • Municipality website under "Engineering and Building Control Services."
      • Customer Service Desk at the Engineering and Building Control Department, Al Nasiriyah.

        Service Procedures:
      • Complete the "Final Handover Request" form with signatures from the owner, consultant, and contractor, along with the consultant's and contractor's stamps.
      • Attach all required documents as outlined in the Final Handover Request form.
      • Pay the site inspection and certificate issuance fees.
      • Confirm acceptance of the terms and conditions.
      • Receive a token number from the electronic system, indicating the transaction date.
      • Following submission, a municipal engineer will review the documents. If no issues or deficiencies are found, the applicant will be contacted to schedule the site inspection and finalize the report.

      6. Gas Inspection Certificate from SEWA.
      7. Telecommunications Certificate.
      8. NOC from the Sewerage Department.
      9. NOC from Sharjah RTA.
      10. Property numbering notification and receipt.
      11. Warranty Schedule.
      12. Awqaf letter (for mosques).
      13. Supervision Entity letter (for government projects).
      14. Lift safety and inspection report from a third party (if applicable).
      15. Developer's approval (if the project is under their ownership).
      16. Municipal Council letter (if the contractor or consultant's signature and stamp are unavailable).
      17. Building naming approval from the Rental Regulation Department.

      General Requirements:

      • The plot must be clear of any violations.
      • The project must be registered under the user (consultant or contractor).
      • The construction purpose must be residential, agricultural, industrial, or commercial.
      • The completed project must match the approved description in the building permit.
      • The project must be active, with no suspensions or outstanding issues.
      • The site must be clean and free from construction debris.

      Requirements for Sites Under Construction:

      • No pending transactions related to the project.
      • Compliance of the site with approved plans.
      • Confirmation of completion of the following tasks:
      • Installation of internal stair railings and external balcony barriers.
      • Installation of external doors and windows.
      • Application of the final layer of exterior cladding.
      • Application of the initial layer of interior paint.
      • Completion of boundary wall construction and gate installation.
      • Removal of temporary structures.
      • Completion of all external finishing works.
      • Ensuring the site is free from safety concerns, such as unsecured windows, stair railings, balcony barriers, and similar elements.

4.        شهادة إنجاز أو استيفاء الدفاع المدني أو "حصنتك".

5.        شهادة فحص المياه من هيئة كهرباء ومياه وغاز الشارقة.

7.        شهادة الاتصالات.

8.        عدم ممانعة من قسم المجاري.

9.        عدم ممانعة من هيئة الطرق والمواصلات.

10.    إشعار وإيصال الترقيم العقاري.

11.    جدول الضمانات.

12.    رسالة الأوقاف (للمساجد).

13.    رسالة جهة الإشراف (للمشاريع الحكومية).

14.    تقرير تفتيش واعتماد أمن وسلامة المصاعد من طرف ثالث (إن وجد).

15.    موافقة المطور (إن كان المشروع تابعًا للمطور).

16.    رسالة المجلس البلدي (في حال عدم وجود توقيع وختم المقاول أو الاستشاري).

17.    تصريح تسمية البنايات من إدارة التنظيم الإيجاري.

 

الاشتراطات العامة:

-          عدم وجود مخالفات على قطعة الأرض.

-          أن يكون المشروع عائدًا للمستخدم (الاستشاري أو المقاول).

-          أن يكون غرض البناء سكنيًا، زراعيًا، صناعيًا، أو تجاريًا.

-          مطابقة المشروع المنفذ لوصف المشروع المعتمد بإجازة البناء.

-          أن يكون المشروع قائمًا وليس موقوفًا أو عليه ملاحظات.

-          أن يكون الموقع نظيفًا وخاليًا من مخلفات أعمال البناء.

 

اشتراطات المواقع قيد الإنشاء:

-          عدم وجود معاملة سابقة قيد الإجراء.

-          مطابقة الموقع للمخططات المعتمدة.

-          الإقرار بالانتهاء من الأعمال التالية:

o       حاجز الدرج الداخلي والبلكونات الخارجية (الدرابزين).

o       تركيب الأبواب الخارجية والنوافذ.

o       الطبقة النهائية للكساء الخارجي.

o       الطبقة الأولية للصبغ الداخلي.

o       تشطيب الأسوار وتركيب بوابة السور.

o       إزالة المباني المؤقتة.

o       إنهاء أعمال التشطيبات الخارجية.

o       التأكد من خلو الموقع من ملاحظات الأمن والسلامة (مثل النوافذ، حاجز الدرج، الشرفات، الدرابزين الداخلي، وغيرها).
